Supporting Indigenous Leadership: A Collaborative Approach to Community Development

At the heart of any successful capital project is strong, informed leadership. For Indigenous communities, that leadership often carries deep cultural responsibility and long-term vision. Our role is to walk alongside Indigenous leaders—especially those who are newer to large-scale capital projects—and help build capacity so they are empowered to manage and lead future projects independently and confidently.

We know that every Nation is unique. Many already have the internal capacity and experience to deliver complex infrastructure projects on their own. For those who are in the process of building that internal capacity, our goal is to support—not take over—by offering mentorship, technical expertise and a collaborative framework that centers Indigenous leadership at every stage.

Every partnership begins with listening. We take time early in the relationship to understand the Nation’s priorities, goals and the challenges they are navigating. These conversations guide how we can best support leadership in realizing their vision—on their terms.

We also clarify the role we play. Typically, we bring either added capacity (the ability to take on more work) or specific capability (specialized technical or process expertise). Being transparent about what we can offer—and what remains the community’s call—builds trust and ensures we are always aligned.

As development project managers, we provide tools, structure and experience to help turn a vision into a built reality. But we are not the experts in the Nation’s culture, governance or protocols. That’s why we emphasize collaboration. We encourage communities to appoint representatives who can guide our work with cultural and contextual insight. This ensures the process reflects local values and practices.

Our approach is always one of respect and partnership. We don’t claim to lead—we aim to support and uplift.

For leaders who are stepping into capital project management for the first time—or are transitioning into that role—we provide ongoing mentorship that builds confidence and knowledge over time. We conceptualize the design and construction process, clearly outline each phase, and ensure leadership understands what to expect and how to lead effectively.

Regular, transparent communication is a key part of this. We offer detailed updates between project meetings, covering budget, schedule, risks, completed work and upcoming milestones. This empowers leadership to make timely and well-informed decisions.

A capital projects is about more than just construction endeavors. It’s about creating spaces that reflect the needs, values and aspirations of the people who will use them. That’s why community engagement is essential. We work with leadership to design thoughtful engagement strategies that invite meaningful input and ensure community voices are heard.

This process often uncovers important insights that improve the outcome and strengthen the community’s sense of ownership and pride in the finished project.

We believe that well-defined roles make for smooth projects. Early on, we work with leadership to establish a clear authority matrix. Outlining who is responsible for what, when decisions need to be made and how information should flow. This helps prevent unnecessary delays and supports efficiency while respecting leadership’s time and capacity.

We also adapt our communication approach based on the Nation’s preferences. Whether leadership wants weekly updates, milestone reports, or verbal briefings, we tailor our process to fit their needs.

Our goal is not just to deliver a successful project—but to support the development of in-community expertise and confidence so future projects can be led entirely by the Nation’s own team.
